A major privacy shakeup has emerged from South Korea’s telecom sector, as LG Uplus faces questions over whether IMSI numbers—the unique identifiers linked to SIM cards—were tied to real phone numbers. The issue centers on claims that IMSIs often mirrored actual numbers, a practice that could expose subscribers to targeted tracking or data leakage.

An IMSI, or International Mobile Subscriber Identity, is a 15-digit ID used by mobile networks to identify a subscriber's SIM. Under normal circumstances, IMSIs are intended to be random and detached from any real phone number. However, LG Uplus revealed that since its 2011 4G launch, partial real-number data had been used in IMSIs. A review of the practice found that privacy protections could be stronger.

Authorities were notified and lawmakers briefed as the investigation progressed, with the carrier offering SIM replacements to affected customers. In the coming month, LG Uplus plans to provide free SIM replacements for those impacted by the issue, alongside a broader commitment to address protective gaps exposed by the review.

Looking ahead, the company intends to randomize IMSI values moving forward and to introduce software-based IMSI changes that avoid physical SIM swaps, expected to begin in November. The carrier’s chief technology officer emphasized that the current IMSI approach still meets existing standards and highlighted encryption enhancements as part of the effort to bolster subscriber protection.

The implications extend beyond Korea, as cross-border networks and global security frameworks could be influenced by how IMSI encryption and remote IDs evolve. The incident underscores the potential impact on international communications standards and the importance of robust privacy safeguards in mobile infrastructure worldwide.
