Korea seeks per-content Roblox ratings, loot-box disclosures
Seoul — The Korea Game Users Association has criticized Roblox for operating in a regulatory blind spot and urged changes to the platform’s content-rating framework. In a statement issued on the 20th, the group said Roblox’s current approach does not reflect how the platform actually operates.
Under Korea’s current framework, Roblox is regulated as a single platform-wide “game” for rating purposes, even though the platform hosts millions of user-generated experiences that function as individual games inside Roblox.
The association argues that regulating the platform as a whole creates gaps, because government rules apply to the platform rather than to each user-created game, leaving individual experiences out of direct regulatory reach.

The group also criticized Roblox for not complying with the amended Game Industry Act’s obligation to disclose information about probabilities for loot-box items (확률형 아이템 정보 공개 의무), arguing that such disclosures are a key part of consumer protection.
Officials noted that content quality control within Roblox is not adequately enforced, given the platform’s scope and the breadth of user-generated content.
Content on Roblox has included games that disparage the May 18 Democratic Uprising (5·18) in Korea, which has sparked public anger and highlighted the sensitivity of historical memory in online spaces.
Because Roblox’s main user base includes many elementary school students, the association warned that young users could be exposed to distorted or sensationalized content, raising concerns about safety and education.

Lee Cheol-woo, president of the Korea Game Users Association, said administrative action should designate Roblox as a self-rating operator (자체등급분류사업자) and compel transparent rating of individual game content.
