Suwon breaks ground on Tapdong Innovation Valley, targeting a Seoul-area tech SEZ

Suwon Special City on Thursday broke ground on the Tapdong Innovation Valley, a 267,000-square-meter R&D and high-tech cluster in the Tap-dong area of Gwonseon District. City officials say the project will anchor Suwon’s push toward becoming a designated economic free zone.

The plan designates about 170,000 square meters for advanced and mixed-use office space, organized into 11 zones—three high-tech districts and eight mixed-use districts. The developers aim to complete the project by July 2029.

Industries targeted for the complex include semiconductors, artificial intelligence, information technology, software, biotech/medical, the Internet of Things, robotics, future mobility, and energy. Suwon intends to build an ecosystem centered on small, technology-based firms.

Officials highlight the site’s strategic location, noting that major Seoul-area business districts such as Gangnam, Yeouido, and Pangyo are within roughly a 30-kilometer radius. The cluster would also be near key industrial anchors, including Samsung Electronics’ Hwaseong and Pyeongtaek campuses and Hyundai Motor Research Institute.

In addition to proximity to corporate campuses, Incheon International Airport and the Port of Pyeongtaek are within about an hour’s reach, underscoring logistics and international connectivity.

A robust regional transport network further strengthens the project’s appeal: the area will be served by KTX and GTX-C high-speed lines, Shinbundang Line, Suin–Bundang Line, and Line 1, with easy access to major expressways.

Suwon city plans to develop Tapdong Innovation Valley alongside the Suwon R&D Science Park as twin pillars for an ambitious move to designate a formal economic free zone, aiming to create a self-contained ecosystem combining advanced industry and research.

Mayor Lee Jae-jun framed the project as a catalyst for Suwon’s SEZ designation and a launchpad for a future-oriented High-Tech ecosystem, emphasizing job creation and the city’s aim to become a southern hub of the capital region’s tech economy.
