Chuncheon Man Fined 8 Million Won for Smashing Neighbor’s Windows in Noise Dispute
A 58-year-old man identified as A was fined 8 million won for breaking four glass windows in a neighbor’s home with a golf club, after a dispute over inter-floor noise in an apartment building. The incident occurred on October 23 of last year in an apartment complex in Chuncheon, a city in northeastern South Korea.
The sentence was handed down by Chuncheon District Court's Criminal Division 3, with Judge Park Dong-wook presiding. A was prosecuted on a charge of special property damage for the act of smashing the four windows.

The court noted the circumstances of the act, the nature of the offense, and the danger posed by the weapon used. It pointed out that the defendant has a history of other offenses and committed the crime while under a suspended sentence for a violent crime, factors that weighed against leniency.
Despite those factors, the court recognized mitigating considerations: A admitted the wrongdoing, expressed remorse, repaired the damaged glass, and reached an agreement with the victim. These factors contributed to the decision to impose a fine rather than imprisonment.

Chuncheon is the capital of Gangwon Province in South Korea, located northeast of Seoul. This case illustrates how Korean courts address escalations from neighbor disputes over housing noise and how prior criminal history and probation status can influence sentencing, even when victims are compensated.
For international readers, the case highlights broader issues of urban living in high-density housing, where noise complaints can lead to legal action and property damage claims. It also shows how South Korea balances accountability, restitution to victims, and rehabilitation in its criminal justice process, a topic of interest for comparative perspectives on policing, judiciary procedures, and sentencing.
